Currently, the correct approach is simple: start the layout by inserting two paragraphs. In the first paragraph, insert the three tiles. Then, in the second paragraph, insert the other three tiles. Etc., if you need more horizontal tiles. First, create the paragraphs, then insert the templates.
The basic CK Editor 5 in the Olivero Theme still needs to be customized; this is very time-consuming; we'll see if we have the time.
But you can do it by inserting paragraphs first before adding the Templates. You also can go to the source code and at the end of the code, after the last Div, you type anything 'AAA'. This will create a new paragraph when you exit the Source code display. At this moment you can add Template in this new paragraph
